DAVID G. ACKERMAN
David Ackerman is a principal partner in The Apex Group. He provides a
wealth of political experience having served in key appointed positions in
the California Legislature, the State Administration and with local
government agencies. Representing a variety of private sector clients before
all levels of government as an independent consultant, Mr. Ackerman has been
able to utilize his extensive background in California government and politics.
Mr. Ackerman served as Executive Vice President and Chief Advocate for the
California Chamber of Commerce. While at the Chamber, he directly supervised
all government advocacy activities in areas ranging from health care,
taxation, resource management and transportation. Mr. Ackerman was the principal
spokesman for the Chamber before the Legislature, executive branch and
regulatory agencies.
In 1988, Mr. Ackerman left the Chamber to pursue his own government
relations firm under DGA Associates. Utilizing his transportation background
and government experience, Mr. Ackerman was immediately contracted to direct
the government relations program and advocacy for the Associated General
Contractors (AGC) of California
and AGC of San Diego.
Mr. Ackerman's success as an advocate for the California business community can be
attributed to his experience in state government. He most recently served in
a cabinet level appointment as Undersecretary of the Business, Transportation
and Housing Agency during Governor George Deukmejian's term in office. Mr.
Ackerman also was appointed Chief of Staff for the Lieutenant Governor and
Staff Director and Chief Consultant for the State Assembly Ways and Means
Committee.
Mr. Ackerman received his bachelor's degree in political science from UCLA
and holds a master's degree in public administration from California State
University, Chico. He is also a member of the Institute of Governmental Advocates.
PAUL P. GLADFELTY
Paul Gladfelty is a principal partner in The Apex Group. His government relations
experience spans two decades having represented the interests of numerous
corporations and trade associations on issues affecting California business.
Mr. Gladfelty started his lobbying career representing the Service
Employees International Union during Governor Jerry Brown's administration
which enabled him to establish numerous Democratic and labor union ties.
In order to expand his political and professional interests, Mr. Gladfelty
successfully made the transition from "labor" to "management"
when he was hired by the California Manufacturers Association (CMA) in 1977
to represent the Association on labor and insurance issues. While
representing CMA before the Legislature and numerous regulatory agencies, Mr.
Gladfelty was promoted to lead the Association's lobbying team of six
full-time lobbyists as its Vice President and Chief Advocate.
In 1984, while working for the CMA he also founded Californians For
Compensation Reform, a broad-based coalition of employers, local governments
and insurance companies formed to improve the state's workers' compensation
system.
In 1986, Mr. Gladfelty established a successful legislative advocacy and
consulting firm under Gladfelty Government Relations. As an independent
contractor, Mr. Gladfelty has represented the interests of many Fortune 500
companies on a wide range of issues including environmental quality, energy,
health care, construction law, land use, insurance and labor law.
Mr. Gladfelty's educational credentials include a Juris Doctorate degree from
McGeorge School of Law, and a Bachelor of Arts degree in government from California State
University, Sacramento. He is also a member of the Institute of Governmental Advocates.
JAMIE KHAN
Jamie Khan, a principal of the The Apex Group, is a governmental advocate
specializing in issues involving the State Legislature, as well as various
state regulatory agencies.
Ms. Khan has over 16 years of state and legislative experience. Before
leaving the Legislature, she served as Legislative Assistant to Assemblywoman
Cathie Wright, who has since been elected to the State Senate. As Ms.
Wright's Legislative Assistant, she was responsible for a number of issues
including environmental and toxic problems, as well as local concerns and
regulatory matters.
During her legislative service, Ms. Khan worked for former Assembly
Republican Leader Paul Priolo and Assemblyman Floyd Mori, who served as Chair
of the Joint Oversight Committee for the Agricultural Labor Relations Board.
She began her legislative career in the California State Senate with Senators
Clare Berryhill and Ray Johnson.
Ms. Khan is a native of Sacramento.
She holds a Bachelor of Arts degree in government from California
State University,
Sacramento, and an Associate of Arts degree in
Accounting from Sacramento
City College.
As part of her community activities, Ms. Khan serves on the Board of
Directors for Capitol Network - a networking organization of individuals
involved in state government. The organization sponsors events to raise money
for college scholarships and for charities that provide services for women
and children. She is also a member of the Institute of Governmental
Advocates.
WILLIAM E. KRAUSS
William
Krauss, a principal of The Apex Group, is a governmental advocate with over
19 years of political experience, specializing in issues involving the State
Legislature, as well as various state regulatory agencies.
Mr.
Krauss began his political career as a Field Representative for Senator Tim
Leslie. In that capacity he served as the Senator's advisor on a variety of
issues affecting his district with an emphasis on water policy.
After
leaving the Senator's office, Mr. Krauss went into business for himself,
founding a political consulting firm specializing in issues surrounding the
charter school movement. In addition, Mr. Krauss served as a political
consultant and campaign manager on a state legislative race.
After
several years in politics, Mr. Krauss took a position in the business sector
as a manager with a large manufacturing company. His experience in the manufacturing
industry has given him an invaluable understanding of the intricacies of
business and the impact public policies have on the economy.
Mr.
Krauss returned to political activity by accepting a position with The Apex
Group where he serves as the lead advocate on many of the Firm’s
clients with a focus on energy and water policy, environmental and business
regulation, taxation, licensing, and state budget matters.
Mr.
Krauss graduated cum laude from California
State University,
Sacramento,
with a bachelor's degree in Government and a minor in Communications Studies.
